    These were found in Oslo, Norway, strange little shoes/ could they be advertising? No markings on wood base or twisted wire upper. Strange little shoes. 7" long, 1.5" tall heel. ?handmade by someone with a lot of time. Intricate detail in scroll wire work.

      That wire work is called filigree and cannot be made by machine. The metal is silver plated. These shoes originate from Turkey and are made as souvenirs. Here are more examples:
