the seat slides back and forth on two rails
the rearend is driven by a strap that at one time went to a pulley in the front. The rearend is a cast iron housing with a dog clutch to engage the wheels
The spring to the left recoiled the drive mech
the front end is also a cast iron housing, the front axle is controled by your feet for steering.
The lever between the seat and right front wheel controls the dog clutch
The strap goes from the rear differential through the above pulley and attaches to the seat, when the seat is pushed back it drives the wheels.

I think this is what other collectors who know this stuff, call an Irish Mail cart, or (something)
