I was told by people in the Indian coin World it's this:
A scarce Jodphur 1/4th anna.
Possible mis-strike, making it rare.
1940s.
Not sure what is the mis-strike, but I'll take it-- got it for a quarter.
But, to also be honest, I'm not sure what is up and what is down for it.
