Who? What? When? Where?

4" tall 3 1/2" wide...very thin deep. Glazed pottery. The "picture" is a decal affixed to the glazed "frame". There are no maker marks. I love this little guy and have periodically searched for info on it with no success.

I found it at a local antique store a couple of years ago but they had got it in an estate sale and did not know its history. I imagine its not anything special (except to me) but if anyone knows anything I will add it to my little book about my 'collectibles'! Who knows it might be a rare find one day!
