Saginaw's Castle Museum Mystery Shades

These shades were moved from an old jewelry store, across the street from the current Castle Museum in Saginaw, Michigan, and are on display as a recreation of the original store. They seem to be similar to a Northwood Luna Shade, except, from what I can tell (avid Northwood collector), the shades were first frosted with an acid wash, then painted with a cold process decoration (hence peeling off now). Can anyone identity the maker and range of production dates??
