Antique Silver Vessel Goblet Challis

This has no makers mark or sterling mark anywhere on it. I do plan on polishing it.
It has a clear somewhat wavy glass or crystal insert that is removable. The handles on the side look handmade and a little rough on the finish. They seem a little crude compared to the overall fine finish and appearance of the workmanship of the rest of the piece. It also appears to be one piece entirely and even the cutout around the rim is amazing. Any ideas about the age or origin would be greatly appreciated.
