    Opening the handles levers the serrated clamp open. Then closing the handles clamps the item before the shears close.
    Handles are coated with black paint/porcelain (?)
    Cast, or stamped into the concave shear jaw is "PAT.NOV. 4, 80"
    I jokingly refer to them as my circumscissors.
    Both cutting edges are hardened steel inserts attached with two screws.

      Based on "wick trimmer", I was able to find it. Manufactured by Globe Ventilation out of Troy, NY. T patent date is actually Nov. 4, 84.
      Mystery solved! QUICKLY!!

      Sorry, GeodeJem....slackjack is correct. It's specifically designed for LAMP wicks.
      I actually found one, new - in the box, on Etsy. Rescued from an old hardware store.
      Name, manufacturer and patent dates.
      No guesses required!
