Blue and White Minature Porcelain vase

This little gem is what I think to be soft porcelain. It was a rescue piece from a vendor that had no appreciation for what they were selling. As you see it has a small chip at top, but other than that there is no other damages. The markings are foreign to me. If you know what these marking are, please let me know. Also, is it Japanese or Chinese or other.
