From your photos, it appears to be a nicely veined soapstone, the softest of minerals and the choice for much Chinese carving in the last century. It's not possible to date without provenance. Bookends were popular, but the design of yours is unique in my experience. You can test for soapstone with a strong needle on the base with a tiny scratch easily made. A little olive oil on a soft cloth may restore some color and hide the chips on the edges.
