The measurements of this bottle is approximately 9 3/4 in height and 2 1/2 inches in width. It seems to have markings on the cap (photo 4) it is a blue glass with what looks to be mixed medal casing. The tip of the bottle has a hole in it. I am really unsure about the history of this bottle. The closest information I have found is an Islamic Arabic pufume bottle. ??
It looks a lot like the small oil cans that were used for sewing machines and small appliances back in the day. Love the decoration.

Ha! It's older than that. Wonder if they oiled Guillotines - a lot of mechanical things on one of those - wouldn't want any surprises.
