Can someone help me describe this oriental piece of art made folded fabric figures with paper shoes and real hair.

According to script on the back this piece of oriental art was purchased in Manly, Sydney, Australia prior to 1993. I bought it in a rural antique shop around 2000 just because I loved the detail. I'd appreciate any information about this piece - probable country of origin, type of artwork and anything else of interest.
