Lacquer and silver looks looks Eastern Europe. Russian?

I am wondering if you ever learned more about this. I found one that is identical in a local thrift shop - same pattern on the top, just a different color scheme and I have been unable to identify either. The size and shape are very similar to modern wedding cake platforms, but none of those have the inlaid enamel top.
