Odd figurine set found on fishers island...this 1 is part of the same line of 3 with hands on each others shoulders

This was the first piece found last year...up recently found another 2 of these together on a base....they stand 1 in front of the other with their hands on the shoulders of the figure standing in front of them....it looks like this 1 is suppose to be the first in the line...
