This looks like it should have formed part of a toilet set and could be a powder bowl for a small powder pad or an ashtray. It has an acid blue that I associate with Craig's recent post:

It lacks a lid, but there is a hinge fitting - or is it a cigarette rest?

That's Peggy's (Sklo). We usually overlap greatly in what our magpie eyes find in our antique stores and online! We have a spiritual and geographical connection!
My take on it would be that if it were a hinge fitting it would be attached at the outer edge of the rim and not the inner. I would guess an ashtray missing the cigarette holder.
I am also curious as to the dimensions, and the diameter of the opening also.

Dimensions updated - 4.5cm high to top of rim, and 6.5cm external rim diameter.
