Brass & Bling Paisley Turtle Brooch Thrift Shop Find 50 cents

I have not seen one like this before today. I wonder if the paisley design is a clue to it's age. All the crystals are there. I bought this in the same shop where my "Eve" plaque and the 19th cent. nutcracker were bought.
Size: 2 1/4" x 1 1/4".
I have examined it very closely, and there is no maker name/company name on it.
I think it's neat.
