I found this amongst some of my mother's silver. It appears to be silver and a device for gripping a cylindrical object securely with the pins. It has WH on one of the handles. The circular bit is about 1 inch wide when closed and 2 inches wide when open

Usually, I like to frighten people by saying it is an old circumcision tool ;-D
