    here are more pictures of my unsolved mystery.

    The handle part does disconnect from the main piece as you can ssee in picture one.

    There is also matching numbers on the handle piece alone the number -3

      Hmm. Quite esoteric. It's obviously intended to hone some kind of tool/cutter/punch at a precise angle; but for what, I have no idea. Probably made as an accessory for one specific device.
