For the lack of knowing just what to call it, I'll just call it for what it was used for, "a chimney sweep". It has a wooden handle with 4 wire prongs that are sprung out. A ring is wrapped around the prongs. As the ring is slid toward the wooden handle, the prongs spread out from each other. A cleaning rag placed between the prongs and the ring is slid forward. This forward action of the ring pinches the rag between the now closed prongs. You are now set to clean the glass chimney of your favorite kerosene lamp. I've used it and it does a wonderful cleaning job reaching where your fingers can't go.
The name of a Bakery is printed on the handle so I assume that this might have been an advertising handout by the Bakery owner to give to their customers. A great advertising piece and a functional tool for his customers.
