This is a store display from about 1950. It holds 12 cigarette holders each 2 1/2" long. The company that made them is unknown but it does say Made In USA. Probably sold near a cash register.
It has been a bit since cigarette holders were fashionable. Could be a bit earlier than the 1940s.
