Mystery red where Black Cat Cruet

This piece was at the bottom of a box that I got at Auction. All research suggests that this is a Stafford "black Cat" made in Japan in the 40's however the marks on the bottom are different that any others that I have seen. Someone suggested that the bottom reads Decorated in Czechoslovakia. I have no idea what it says. I was thrilled to see it was a cruet, probably oil or vinigar. If anyone has any information on this sweet girl, I would love to here from you.
