This beautiful doll was my mother-in-laws favorite doll among many other brother- and sister-dolls. This doll was bought in a dedicated delicate doll-shop that unfortunately no longer exists.

I tried to find out the origin by the neck marks that are as follows:
Byron, BCC 104, H.M. '89. Much obliged if anyone can give some clue.

The initials HM are from a person who painted this in a dolls making class or ceramic class . They supplied the mold and your painted it . Since it is a reproduction the person who painted it was required to sign it and date 1989 . So it is a reproduction doll made by anyone in a class , No way to find out who painted it but it was not a professional person just a doll lover that wanted to make a doll .
