Antique what I believe is rose medallion with Chinese characters,the metal look like pewter but I'm not sure,look like an ash tray,can anybody tell me what this item is,the age and what the characters say or mean.

It looks just like one that I have but mine is rectangular. People have told me that it is Rose Medallion, want mine?
