I recently bought this spoon from an estate sale. I don't collect spoons, but couldn't resist its detail. I'm guessing it might be from Valley Forge because the head looks like George Washington. I'm tempted to clean it, but I can't tell if it's sterling or silver plate.

      Hi, welcome to CW :-)

It is Napoléon Bonaparte, French emperor!

So, I think your spoon is from Europe.

There should be marks on the back of the spoon, either on the bowl or on the handle. This is most likely silver plate. Tarnish on silver plate has a bluish tinge. Tarnish on solid silver ranges from a dull gray to a charcoal black.
