I picked this up at auction a while back for $10. I didn't have any Willets belleek and this is still my only piece.
Willets Manufacturing Company only made items for about 35 years between 1879 and 1912. They manufactured belleek between roughly 1884 - 1909.
This mug is 5-9/16" tall with a top diameter of 3" and a bottom diameter of 3-7/8".
