It's old. Could be off a farm. The claws are too big for orange picking. The pole is about 6 feet long, and it operates like a long-handled tree pruner. It's too heavy to work with above your head, so it looks like you would use it to pick things off the ground. But what? Hay?
Not something I would have seen on our farm. Maybe something to pull up things or weeds if someone did not want to bend down.

WE used some thing like this in the 1950's for building the haystacks on the farm . It was attach to a Derick and pulled up by a horse . I was the kid who controlled the horse backwards and forwards going around a bit at a time .. ( in other words I was keep out of the road). That's my guess ?.
