This was a give-away at an Estate Sale - apparently nobody knew or wanted this item. I found it unique and thought it was perhaps a form of a smoking device. It's silver (or plated) and on the bottom is stamped NF and some other letters too hard to discern. The inside of the bowl looks to be fiberous of some kind with a little nub in the center. The spoon (or pipe) on the end is porous with many little "strainer holes". I have no clue what it should be called or what it's use is.
