I never got into the trains but I think this is a Hornby by Meccano Ld.
A google search should bring up a lot of info.

This is a really cool and rare O gauge Locomotive! it was produced in the late 1920´s by Meccano (Hornby), Lithographed tin, its still in good shape considering it has almost 100 years, its missing the side rods, pistons and cylinders, but you can find replacement parts to restore it. This is a 1927 identic Hornby model https://dolfmeister.com/wp-content/uploads/2014/03/IMG_0009-512x384.jpg
