Vintage Cabinet

This is a vintage, solid wood 24.5" wide x 18" deep x 45" tall cabinet. There are two 9" x 12" doors on top (the left side one was locking with 2 shelves). The lower door is 18.25" wide x 29.5" tall with 3 shelves. When I got this cabinet, someone had screwed a piece of tin in the opening of the bottom door. This tin wasn't salvageable; therefore, I chose to do fabric.

I would love to know what this cabinet was used for and how old it is. Thank you!
