Blades are sharp and cut very well,wondered if they could have been for cutting flower stems and crushing at same time for increased water absorption?
Any other suggestions,I tried googling manufacturer to no avail
You're half-right, Mina. The shear cut a flower and held the stem so it did not fall off. Handy when using the other hand for spreading a bushy plant to get at one specific bloom. Crushing the stem does not help with water absorption; in fact it closes the capillaries. A clean cut with a very sharp blade is best.
I forgot to mention that there are "florist's canes" which are regular looking walking canes with a cap at the bottom which can be removed revealing a cutter like this one. A cable operates the cutter and goes up the inside of the cane and there is a little trigger on the handle to work it. A gardener can extend the cane into a planting and snip off one flower and the clamp holds on to it. That way you don't have to step into the bed or chance damaging the plants to pick a flower.

I wasn't sure about the crushing of the stems but he seen someone recommend it ,but must say I thought it odd at the time.
I wonder if you would have any idea of the age and value of them just out of curiosity ? I will treasure them ,I was amazed at how sharp they were considering the rusty state they are in,thanking you again

Age is probably 1890 - 1910 - just a wild guess. (HUGO Linder = 1878 - 1957) Value is in the eye of the beholder but $10 - $15 from someone who knows & cares what they are. :-)
