antique doll ethnic costume marked france on back of neck

I found this doll mounted in the middle of a hairwork wreath.
She is about 9 3/4 to 10 inches tall. She is wearing a necklace that is a thin metal cross. Her hair is blond and done up in braided buns over each ear. I don't much about dolls so am very curious about her. The word France is incised on the back of her neck. Oh one more thing, her clothes were sewn on her.
