Antique Fred O. Seibel Original Drawing Signed and personalized

This wonderful Fred O. Seibel political cartoon drawing is signed and personalized to Jay W. Hubbard which i found record of in arlington cemetery (if it's the same person) I believe it is because the time frame is correct. It says he's a Brigaidier General united states marine corps. I see that University of VA had some works of Fred Seibel donated by the artist before his death but they don't have anything on record in their museum/collection from 1937 which is when this is dated. I found 1 of his works for sale online however it was a newer one that was right before his retirement and death. I'll be selling this item soon but will probably contact the university of VA before doing so.
