HAYWARD'S WALDEMAR AND KNIFE SET MADE BY WALTER E. HAYWARD CO.
THIS ITEM STILL HAS THE STICHING HOLDING THE CHAIN IN PLACE. THE KNIFE WAS TAKEN OUT FOR PHOTOS
    THEY HAVE NEVER BEEN USED
THE KNIFE IS MARKED "EMPIRE" "WINSTED"
I AM NOT SURE OF THE AGE OF THIS ITEM EVERYTHING LOOKS LIKE NEW.
THERE ARE ONLY A FEW VERY MINOR HANDLING MARKS ON THE KNIFE AND
THERE ARE NO MARKS INDICATING METAL CONTENT SO I ASSUME IT IS GOLD FILLED OR PLATED

This most likely was a woman's pocket knife that hung on her chatelaine - a loop with a series of chains holding household tools like sewing kit, smelling salts, pocket knife. That chain is one clue. On the other hand, it could be that the chain attached to a man's vest, similar to the way a watch fob would.
