It is about 3 feel long with a 12 inch opening and spoke that come together when closed. One thought presented was some type of cow collar but it seems too small.

This is put around a cows neck to keep them out of the fence,it pokes them if they hit it.Probably not peta- approved these days.I would put a date on these of pre-1940's.
can be used to train calves also...
Outstanding, Gargoyle! I've seen wooden ones but never metal. The wooden ones don't poke the animal but are long enough to keep it from "poking" its head through the fence. Incidentally (and unimaginatively) they're called "pokes"; as in "buying a pig in a poke." Something with no guarantees of working properly is like a pig in a poke because if the pig for sale is wearing a poke there's a good chance that it is a runner and won't stay in your barnyard.
At 12 inches it must be for use on a calf. Thank you so so much for your assistance. And the pig in a poke reference, well that is just outstanding. I would have honestly never understood the meaning of the expression if not for this purchase.
I have a set with a point on them and a set with a star wheel like spurs.No start a collection!lol
