      There's a hummingbird in the design, so it must have something to do with feeding the birds. The slit is purposely made and has not ruined the design, and can accommodate the bird's beak. That's my best guess.

      If it's heavy enough not to be knocked over by a hummingbird, then I'm inclined to agree with Bonnie -- a hummingbird feeder. [;>)
