    Would love to know more bio about Carlos Encinas; this beautiful painting has an official stamp from some sort of Bolivian arts council. Tried researching but most possibly related information is in Spanish. Can anyone offer more information? Nice painting!

      The stamp was Required by Law for People wanting to remove this from country of Boliva, it could have been painted by Street Vender , seen many brought back by tourist.
