According to my research the Star series of insulators were made by four different companies in the early 1900s. The main manufacturer was Brookfield along with Sterling, Harloe and Novelty. The Harloe examples are said to be a bit crude and as the base is quite uneven along with some bubbles I am thinking this could be Harloe.
At 3 1/2" tall this is a rather small insulator.

Brookfield also made some pretty crude products later on it their life. They went out in the early 1920s.
