    Flow blue design. From Goodwill. There's a flat spot the size of a nickel on the bottom which keeps it from rolling around. No markings I can see except the slight squiggle near the hole on the bottom (which might be a part of the flower pattern).

      This is known as a carpet ball. These were used in games during Victorian times. Today, most people use them for paperweights. These are still made today.
      Go to Google Images and type in:

      Flow Blue Carpet Ball

      You will see many more of them.
