This is a vintage , lovely perfume atomizer. I do not see where the hole is for it to come out. I have tried unscrewing the very top of the brass with no luck. When I was trying to unscrew it, the old, dark perfume moved from the bottom of the plastic tube to the top of it. That must mean suction is somewhere. Could it be that the brass has residual perfume ?
Any ideas how to clean it ? Do not want to get the fabric wet.
Does anyone know if the very tip of the brass should unscrew ?
Any help is appreciated.

Yours looks a lot like mine, so maybe it's Venetian.
Also, the perfume comes out the top right above the threads that screw into the bottle. Problem you have is the same problem I had, the tubes inside the cloth covering are broken (from age) and won't transmit the perfume. You can find the eBay sellers name I used to get a replacement on my second post, she has a great selection and good prices.
After looking at the last photo you can see that the cloth at the top are fraying, and most likely the connection has been lost.
I would agree with Deano that a replacement is what's needed. Deano - yours looks amazing!
I do hope you can find one that will suite your lovely perfume bottle.
