Can you help me identify this picture?

I am not seeking a value only curious about the history of this item. My mom passed away a year ago and she had inherited many boxes of very old photo's from her aunt who lived in Houston, TX. I am now taking on the task of going through these boxes and was surprised to find this item in one of the boxes photos. The glass is puffed out for lack of a better word and the black silhouette is on the glass. Has anyone seen this before or know the history?
