BLACK SWAN HOLDER

I think this is a black swan ,but it could be a duck ,at any rate it is some type of holder it has a metal ring and a bowl at the bottom, it is wood carved and painted with a glass eye ,my first thought was a pipe , but it would have to be a very long pipe and is marked at the bottom.
