Unknown Blue and White Plate

So I bought this because I liked the design in blue and white. However, I do not know what this would be used for or who made it. There is an indistinguishable mark on the back but I cannot make it out. I tried playing with the contrast and such in the fourth picture to give a better look at the mark. You can actually see it better in the picture than in person.

The plate has a small rim all the way around it that is about 1/2" tall. The plate is about 6" across.

I can only imagine that this is some sort of plate that a plant would sit on.
