The kick-up in the bottom is not likely a pontil, as the Champagne-finished lip is not a string lip which would suggest earlier make. The kick-up is typical of wine bottles.
The bottle is likely after 1910, as the darkest are typically earlier (pretty much black and 3-part molds or much thicker at the base), imported often from England, and are often quite crude (many flaws and applied lips/mouthes). This one was made well in a lighter, less thick glass as the glass was likely of a higher quality.
If there are no seams at the top (lip) it likely is before 1930. That gives a 2-year range. If seams at the top (there can be some on the bottle elsewhere, though), no earlier than the 1910s.
Value is not allowed to be given here, as the rules say, but in this case there is none as it says nothing and is not of great age and is not in pristine condition (typical use is shattered for mosaics or interior design now days).
Thank you for your response, there are no seam marks on the bottle, the lip have like a diamond cut realm you also can see the twist in the neck .
It was likely blown into a turn-mold if the bottle is seamless. It obliterates the seams that would form in most other molds.
