Tiffany silver butter dish?

I've had this butter dish tucked away for a while because I was unable to identify the hallmark; I did find it in a Tiffany bag though. Could it be a piece sold by Tiffany and does anyone recognize the marks?
Here is how it works, water in the main dish with the handle then the butter in the other tray and that would keep it spreadable and fresh for days; we did not always have the luxury of the refrigerator.
