Don't know too much about it. Wish I did. From what I've read its called 'bubble glass'.?? The cage around it is steel or iron. Its got over spray from someone's poor painting care. I'm afraid to clean it . its old and do not want to harm it.
Try using a microfiber cloth and nail polish remover. You won't hurt the glass. If it's latex base paint, hot water should soften it enough to remove it with a cloth.
