Chair Use and Age

My wife purchased this chair for the Rural Heritage Museum in Washington County, MD. We need to confirm whether it is a barber, dental or medical chair. And how old it may be. The chair doesn't go up and down. The mechanism to lay the back down is by KOCHS. There is a factory number on the bottom: 256577. The Museum really only wants items pre-1940; does this chair qualify? Appreciate any and all information you may have to offer.
