In Japanese, the smaller-size prayer bell for home use, such as yours here, is called RIN. In Japanese Buddhism, the RIN sits on a small, thick cushion, called RIN FUTON. The RIN is struck with a small wooden striker called a BO. The RIN is usually made of brass.

Yours is definitely a Buddhist prayer bell or "song bell", but my wife thinks it's probably not Japanese. Japanese prayer bells are not so decorative but rather on the plain side. So, yours might be either Chinese or Tibetan??? [;>)

thank you Nevada. and thanks to your wife as well. the metal work on this is pretty complex. i wonder where they were made? maybe Indian?

Might be. I know that this has nothing to do with your prayer bell, but it's a little strange to me that in India, the birthplace of Buddhism, the number of Buddhists is less than 1% of the population. [;>)
