2 table lamps? Please teach me anything about these lamps...bottom and top are supposed to light up but only 1 of 4 switches works

These lamps are Murano or rather made by the Murano company. It's an Italian glass company that makes lamps, vases, bowls, paperweights, and many other items considered gift items. These are quite valuable. $200 and up.
