How old is that figure?

I found this on a fleamark.
I never saw something before.
I had it in my hands the whole time but i placed it back.
That evening i must think whole the time on that litle figure.
The day after i going back and buy it.
Why that was i dont know .
That is my story.
This figure is heavy and i think she is missing something (arms)
Does someone know what i have in my home?
On the back side stands something like mex (mexico) and someting els i can`t read.
