    Does anyone know anything about this item? Especially who the France Commissioner is and are the signatures real. I don't think they had autopens back then. Thanks!

      Nice! The Commissioner is Kenneth Mygatt and the Chairman could be H Davison.
      I don't know when signature stamps appeared but the last to t's in Mygatt's signature look somewhat suspicious. If Wilson's signature is real it would mean quite a few documents for him to sign...
