This Union soldier is wearing a regulation issue 4 button sack coat. The coat is often mistaken as just a civilian jacket. The large brass buttons are the usual give away that it is a military coat.
The soldier has chosen an unusual piece of headgear. The hat probably offered more sun protection than his issue bummers cap.
The image is a sixth plate tintype.

Thanks nice. The sack was the most widely used uniform jacket in the Civil War.
Early war images often show soldiers wearing the longer/ heavier 9 button frock coat, but later war shots and field shots will often show the sack coat.
